Almost 30% of 'hagwon' teachers lost jobs amid pandemic: survey

More than one out of four instructors at private institutes lost their jobs during the course of the new coronavirus pandemic, predominantly without unemployment benefits, a survey showed Monday.

설문조사 결과 신종 코로나바이러스 대유행 속에 학원 강사 4명 중 1명 이상이 실직했고 실업급여를 받지 못한 것으로 나타났다.


In an online survey on the effect of COVID-19 on 500 instructors released by Gabjil 119, a workers' advocacy group, 27 percent of the respondents said they experienced unemployment in the past 10 months since the virus outbreak.

노동인권단체 ‘직장갑질119’가 학원강사 500명을 대상으로 코로나19의 영향을 물어본 온라인 설문조사에서 응답자의 27%가 바이러스가 발생한 지난 10개월 이내에 실업을 경험했다고 답했다.


Commissioned by Gabjil 119, the survey was conducted from Nov. 20-24 on 500 private institute instructors by pollster Embrain Public.

직장갑질119가 의뢰로 여론조사기관 엠브레인퍼블릭이 지난달 20일부터 24일까지 학원강사 500명을 대상으로 설문조사를 시행했다.


The figure was some 1.8 times higher than the average rate among all salaried workers, which stood at 15.1 percent in a similar survey conducted by the group in September.

이는 지난 9월 이 단체가 실시한 비슷한 조사에서 15.1%였던 직장인 평균 실직경험률보다 약 1.8배 높은 수치다.


Among the reasons for unemployment, involuntary layoff and cancellations or closure of courses each accounted for 25.2 percent, followed by recommended job terminations with 20 percent.

실직의 원인으로는 비자발적 해고, 휴/폐강이 각각 25.2%를 차지했고, 권고사직이 20%로 뒤를 이었다.


Of those laid off, only 4 percent said they have received unemployment allowance, with 55.4 percent of them unregistered with the state employment insurance program, according to the survey.

실직한 학원강사 중 실업수당을 받은 적이 있다고 답한 사람은 4%에 불과했고, 55.4%는 국가 고용보험에 가입하지 않은 것으로 조사됐다.


Meanwhile, 78.8 percent of the teachers had to take time off from work due to COVID-19. Of them, only 31.2 percent said they received state leave benefits.

한편 학원강사의 78.8%는 코로나19로 인해 휴직해야 했다. 휴직경험이 있는 강사 중 '법정휴업수당을 받았다'는 응답은 31.2%에 불과했다.


Thirty-one percent said they could not get benefits because they work at workplaces with fewer than five employees, while 26.6 percent said they were told by their employers that instructors were not eligible for the program. Of the respondents, 25.5 percent said it was the employers' unilateral decision.

법정휴업수당을 받지 못한 강사의 31%는 “5인 미만 사업장에서 일하기 때문에 혜택을 받을 수 없었다”고 답했고, 26.6%는 “사업주로부터 학원강사는 적용 대상이 아니라는 말을 들었다”고 답했다. 응답자의 25.5%는 “사업주의 일방적인 결정”이라고 답했다.


The survey also showed that 54.2 percent of the teachers saw a decrease in their income amid the pandemic. The rate was 1.6 times higher than the 34 percent average among all workers.

이번 조사는 또한 54.2%의 학원강사들이 코로나바이러스 대유행 속에 소득이 감소했음을 보여주었다. 이는 직장인 평균(34%)보다 1.6배 높다.


Gabjil 119 explained that private institute instructors are among one of the most affected categories of workers from the coronavirus pandemic but were being essentially "neglected in the blind spot of the government's job security program." (Yonhap)
